I actually noticed this too but I don't complain since it's a free soul although it can be annoying sometimes. Happens to me too.

Steward for Goldenhills Plantation Goes back to original home. My steward for Goldenhills keeps returning to their original home right after I appoint them steward. I’ve tried several different followers to hire as stewards, and all of them have the same problem. I haven’t had any luck searching for solutions online so far.
