There are worse bosses in the Persona series like Sleeping Table from Persona 3. I think the issue is P5R's Okumura fight was revamped specifically with Royal's combat in mind whereas everything else could be exploited with the same tactics as in vanilla. The hp numbers on the robots also just suck, even if you're overleveled.
